We are a small staff where our size allows us to provide you with personal service and the knowledge that you are working with people who care about your needs and requirements. Our staff includes Scott and Ed, our licensed professionals and Jennifer who helps all of our projects run smoothly.

EDWARD RIPIC, JR., L.S. /President

NYS License #050823

Edward was licensed in 2011. After 18 years of performing boundary, topographic and bathymetric surveys as well as construction layout in Ithaca, NY, Edward joined Williams and Edsall PC in 2016 upon the retirement of George R. Williams. Edward has extensive experience assisting land owners with all aspects of land surveying matters and works with many local attorneys to navigate through land title issues and boundary disputes. Edward is a current member in good standing with Southern Tier Association of Land Surveyors and New York State Association of Land Surveyors.

JENNIFER E. GOODWIN

Jennifer is a devoted Yankees fan

Jennifer is a graduate of Broome Community College, Civil Engineering Program. Jennifer has been working with Williams & Edsall Land Surveyors, P.C. since December 1999. She is very skilled with field work and the technological equipment used in both the field and office. Jennifer also has extensive knowledge in deed research, elevation certificates and survey job planning.

BENJAMIN P. KUHLMAN

Ben has over 15 years of professional surveying experience covering a wide range of projects. Ben graduated from Owego Free Academy in 2005 then attended Broome Community College where he received an associate’s degree in Civil Engineering. He began his surveying career at Shumaker Consulting Engineering and Land Surveying, DPC, in Binghamton, where he worked on large scale New York State Department of Transportation projects. Ben was responsible for data management, topographic and ROW mapping. In 2012 Ben moved to T.G. Miller, PC Engineers and Surveyors in Ithaca where he worked directly with a licensed land surveyor on boundary, topographic and construction surveying projects. Ben has extensive experience and knowledge with GPS, CAD and traditional surveying instruments. In 2019 moved to Williams and Edsall Land Surveyors, P.C. and brought that experience and knowledge to the Williams and Edsall Team.

MATTHEW D. VANHOUTEN

Matthew graduated from Waverly High School in 2018 and attended the University at Buffalo for 3 semesters before realizing his calling to work in the outdoors. Land Surveying provided him the opportunity to fill that need and began to investigate a career in Land Surveying at Williams and Edsall Land Surveyors, P.C. in early 2020. Matthew began by shadowing a field crew on land surveys then worked as a part time employee learning how to operate a total station instrument with data collection, set up GPS instruments, operate a level, and a host of other field operations that land surveyors do. Matthew has now joined the Williams and Edsall team full time and continuing his growth to become a licensed Land Surveyor. Matthew is an avid outdoorsman who spends much of his time in the woods or on the water.

GEORGE R. WILLIAMS, L.S.

Founding Partner, George R. Williams, passed away May 16, 2021. George graduated from Alfred State College and became a licensed Land Surveyor after serving active duty in the United States Marine Corps.

George is survived by his children, Lindsey (Bill) Davey, Elaine Jackson, Sarah Williams and Sam Williams; sister, Norma Jean Woods; grandchildren, Thomas, Mark and Shane Davey, Dominic Classen and Jax Jackson.

George opened his own business upon earning licensure in 1985. In 1989 George joined with Scott Edsall and formed Williams and Edsall Land Surveyors, P.C. The office was originally located in George’s home in Candor NY. In 2000, the business moved to the current location, The Turner House, in Owego. George was trusted and respected by the public and his peers. All who worked with him valued his dedication to detail, accuracy and quality.

After 30+ years, George retired from surveying in 2015. He enjoyed farming, riding his Harley Davidson, and became an ordained pastor. Though retired, George continued to stop by the office to say hello, answer a question, or just share a good story.

Williams and Edsall, P.C. will continue to honor his dedication and hard work. He will be missed.

SCOTT E. EDSALL, L.S.

It is with mixed emotions that Williams and Edsall Land Surveyors, P.C. has the privilege to announce the retirement of one of its founding partners, Scott Edsall.

Scott began his 42-year career in land surveying with Teledyne Exploration in Houston, TX after graduating from Paul Smith's College in 1979 . After several years traveling the south, he moved back to Candor, NY in 1984 to join his mentor Dick Robinson in Watkins Glen while he worked toward his professional license.

In 1989, Scott and George Williams formed Williams and Edsall Land Surveyors out of George's home in Candor, NY. They moved the business to the Turner House in Owego, NY in 2000 where they have become a community staple for professional services, known to all for their reputation for quality service, detailed and accurate work, and commitment to integrity to their clients and colleagues alike. Scott has also served on the board of New York State Association of Professional Land Surveyors (NYSAPLS) for many years.

While Scott is retiring, Williams and Edsall Land Surveyors, P.C. will continue to provide exceptional service in the capable hands of Edward Ripic Jr., L.S., who worked with Scott and George in the 1990s, and rejoined the firm as a partner in 2016.
